Could, but much like Trumps 2018 tax bill that expired during Biden’s term, nothing will be done about it.
Tax bills are congress, the FCC is the executive. So, one requires bipartisan support, the other can just be decreed.
Congressional laws are not the same as agency directives (which are directly under the executive control)

They did, which purchased no action for the rest of the administration. The next bribe is due in '29.
